RECOMMENDATION TO THE PLANNING COMMISSION TO APPROVE
ARCHITECTURAL PERMIT (AP) 25-0153 FOR A PROPERTY LOCATED AT 372 CENTRAL
AVENUE TO ALLOW ALTERATIONS TO THE NORTH (REAR) ELEVATION, REPLACEMENT
OF ALL DOUBLE-HUNG WOOD-FRAMED WINDOWS, AND REPLACEMENT OF THE FRONT
DOOR. THE PROPERTY IS LISTED ON THE HISTORIC RESOURCES INVENTORY.
FACTS
1. The subject site is located at 372 Central Avenue, Pacific Grove, APN 006-218-008.
2. The subject site has a designation of High Density Residential (10-20 du/ac) in the adopted and certified
City of Pacific Grove Coastal Land Use Plan (LUP Figure 6).
3. The project site is located in the R-3-PGR zoning district.
4. The subject property is approximately 1,800 square feet in size.
5. The subject site is currently developed with a 1,372 square foot one-story single-family dwelling and 233
square foot detached garage.
6. The subject property is located within an archaeologically sensitive area (LUP Figure 7), within the
Coastal Zone, and listed on the City’s Historic Resources Inventory (HRI).
7. A Phase 2 Historic Assessment (Archives & Archaeology, September 2024) prepared for the project
concluded the proposed exterior alterations comply with the Secretary of the Interior’s Standards for
Rehabilitation of Historic Buildings.
8. A Phase 1 Inventory of Archaeological Resources (Archives & Archaeology, April 2024) was
provided and determined that significant culturally sensitive resources were not present in areas
within and/or beyond the proposed impact zone of the proposed construction. Per archaeologist
recommendation, permit condition of approval #8 has been included in the permit to require
archaeological monitoring by an RPA certified archaeologist during all excavation activities. Permit
conditions of approval #9 and #10 have been included to address inadvertent discovery of cultural
and archaeological resources.
9. This project has been determined to be Categorically Exempt per California Environmental Quality Act
(CEQA) Guidelines, Section 15301, Class 1, Existing Facilities, and Section 15331, Class 31, Historical
Resource Restoration/Rehabilitation, and the exceptions to the exemptions in Section 15300.2 of the CEQA
Guidelines do not apply.
FINDINGS
For an Architectural Permit per PGMC Section 23.70.070(h)
1. The architecture and general appearance of the completed project are compatible with the neighborhood.
The proposed project involves alterations to the north (rear) elevation, replacement of all double-hung wood-
framed windows, and replacement of the front door. Based on the Phase 2 Historic Assessment (Archives &
Archaeology, September 2024) provided, the proposed exterior alterations comply with the Secretary of the
Interior’s Standards for Rehabilitation of Historic Buildings as required by PGMC 23.70.070(h)(4). As
designed, the project will be compatible with the neighborhood of small-, medium-, and large-sized one- and
two-story residences and commercial bed and breakfast establishments. The surrounding streetscapes are
comprised of structures with varying architectural styles, alignments, and scales, and the proposed
development will use exterior colors and materials that will match the existing.
2. The completed project will neither be detrimental to the orderly and harmonious development of the city
nor impair the desirability of investment or occupation in the neighborhood.
The proposed project is consistent with applicable provisions of the General Plan, Local Coastal Plan,
