MESA and INADS break
ground in twin ceremonies

M
ost commonly heard during
the speeches at the ground-
breaking ceremonies, last
Thursday, for the Missile Engagement
Simulation Arena and the Integrated
Naval Air Defense System facilities was
the word "unique." And none of the
speakers lessened tbe impact of the \\Qrd
by qualifying it with an adjective; rather
they endeavored to explain how the facil-
ities were each, indeed, one of a kind.
RAdm. William E. Newman, Naval
Air Warfare Center Weapons Division
Commander, welcomed the crowd to the
MESA site, just south of the Reutiliza-
tion and Marketing Office warehouses
on I\\Q lima Road at 11 a.m. He recog-
nized Congressman Bill Thomas and
Kern County Supervisor Roy Ashburn
who joined ten NAWCWPNS and con-
tractors' officials hehind the lectern. The
audience comprised a bus load of digni-
taries and press from the Indian Wells
Valley and various China Lake person-
nel.
"In an era of shrinking defense dol-
lars, the award of two more major con-
struction contracts (MESA, $16.5 mil-
lion and lNADS, $12.4 million) here at
China Lake is evidence that the Weapons
Division will continue to provide diverse
capabilities for the future," RAdm. New-
man said. "The Navy, Air Force, Army
and other DoD agencies will all benefit
from this one-of-a-kind Missile Engage-
ment Simulation Arena.'
He noted that the building of MESA
will conclude consolidation begun 21
years ago, when the Naval Ordnance Test
